This is directly above the L'Enfant Plaza DC Metro station, so booking your accommodations nearby one of the many metro stations is ideal in terms of convenience!
Reagan DCA is also likely the most convenient airport, as it is easily connected both to the venue, as well as the range of hotels nearby.
Crystal City is recommended for booking your accommodations, as it has a number of hotels directly near the metro stop there, and they seem to have availability at the government per diem rate still.
From DCA, you can take the Yellow Line (Huntington / Mt Vernon Sq) of the DC Metro - Crystal City is a single metro stop away from the DCA Airport. Likewise, the Yellow Line also connects from Crystal City to L'Enfant Plaza, just three stops away: Crystal City --> Pentagon City --> Pentagon --> L'Enfant Plaza. The Blue Line of the metro also connects DCA and Crystal City, but you'll need to transfer from the Blue Line to Yellow Line at Pentagon metro station to reach L'Enfant Plaza.

Metro fares can be bought ahead of time (Crystal City to L'Enfant Plaza is ~$2.50 each way), and a 3-Day pass is also available, allowing unlimited metro use for $28.
